Dr. David Lubarsky

David Lubarsky, M.D., M.B.A., F.A.S.A., is the CEO for UC Davis Health, based in Sacramento. UC Davis Health is an integrated health system with 17,000 employees, 1,000 students, over 1,000 trainees, 1,300 faculty members and a large regional primary care network (including clinics in Folsom). UC Davis Health provides approximately 1.5 million-plus outpatient visits every year with an annual budget of over $4.25 billion.

One of the most dynamic national speakers on health care, Dr. Lubarsky was recognized by the Sacramento Business Journal as a “2021 Most Admired CEO.” He has been heralded as a visionary strategist in the business, medical, and civic communities, and was named one of America’s “100 Academic Medical Center CEOs to Know” by Becker’s Hospital Review.

A proponent of digital health equity, he oversees UC Davis Health’s academic, research and clinical programs, including the top 10-ranked UC Davis School of Medicine, the top 25-ranked Betty Irene Moore School of Nursing, and the top 50-ranked UC Davis Medical Center, and a 648-bed Level 1 Trauma hospital consistently ranked among the nation’s best by U.S. News & World Report, Newsweek, and Becker’s. UC Davis Medical Center operates a top 50-ranked children’s hospital as well, and UC Davis Health is ranked in the top 35 nationally for medical research.

Since joining UC Davis Health in July 2018, Dr. Lubarsky has recommitted the organization to expanding care for the underserved and caring for Medi-Cal patients, people experiencing homelessness, and others with few resources, while creating a sustainable financial model. Dr. Lubarsky established a partnership with Sacramento County Health Services to develop a next-generation full-service Federally Qualified Health Center (FQHC) to expand primary and specialty care services for underserved communities. He has also positioned UC Davis Health as a resource to “complete, not compete” with other health systems, with the goal of improving access and patient care throughout the region, not just at UC Davis Health.

To adapt to health care’s evolution and leverage UC Davis’s early success in creating California’s telehealth backbone, Dr. Lubarsky’s teams are creating a digital platform and virtual hospital to lead in technology and connectivity while reinforcing the values of empathy, inclusivity and a patient-centric ethic.

Dr. Lubarsky is a Professor of Anesthesiology, a Professor of Nursing, and a faculty member in the Graduate School of Management at UC Davis. He earned his Bachelor of Arts in history (1980) and medical degree (1984) at Washington University in St. Louis, and was the first graduate of their Scholars Program in Medicine. He received his MBA (1999) from the Fuqua School of Business at Duke University, graduating as a Fuqua Scholar and the valedictorian of his class.
